Shailen Bhatt: Administrator, Federal Highway Administration

On January 13, 2023, Shailen Bhatt was sworn in by U.S. Transportation Secretary Pete Buttigieg as the 21st Administrator of the Federal Highway Administration (FHWA). In this role he oversees over 2,700 FHWA employees in all 50 States, U.S. Territories, and the District of Columbia, and provides executive leadership on strategic initiatives and policy, including administering more than $350 billion as part of President Biden's Bipartisan Infrastructure Law.

Faisal Hasan: General Manager Data and Public Policy, Carfax

In over 24 years at CARFAX, Faisal has been responsible for helping to build CARFAX’s Vehicle History Database to help buyers and sellers of used cars across North America.   Faisal also launched CARFAX’s partnerships with local, state/provincial and federal governments in the US and Canada to leverage vehicle history to fight vehicle theft and fraud.   A key area of focus has been assisting the vehicle manufacturers their mission to create awareness of open recalls to increase closure rates,  through the CARFAX vehicle history service and the Vehicle Recall Search Service (VRSS) CARFAX maintains for the OEMs.   Faisal earned his B.A. in Government & Politics at George Mason University and his M.A. in Government at the Johns Hopkins University.

Aaron Jefferson: Vice President of Product, Luminar Technologies

Aaron is an experienced global automotive executive with a unique blend of engineering, business development, product management and strategy experiences. With a career spanning over 20 years, Aaron has been at the forefront of delivering new technologies from electrification and power electronics to ADAS and automated driving systems; most recently leading the product strategy and ADAS product growth at ZF Friedrichshafen. Prior to joining ZF, Aaron spent over 15 years at Delphi (now Aptiv) and was responsible for establishing the ADAS product management and strategy process which led to a revamped product portfolio and a book of business wins exceeding $2 billion year-over-year. Aaron holds a B.S. in Electrical Engineering from Rose-Hulman Institute of Technology and an MBA from the Indiana University Kelley School of Business.

Mark Rosekind: Former NHTSA Administrator and NTSB Member

Mark R. Rosekind, Ph.D., is a passionate safety professional with more than 30 years of experience promoting innovation through science and leadership in complex environments. In April 2017, Dr. Rosekind joined the executive team at Zoox as the Chief Safety Innovation Officer. Prior to Zoox, Dr. Rosekind was appointed by President Obama to be the 15th Administrator of the National Highway Traffic Safety Administration (NHTSA).

Adam Raviv

Chief Counsel, National Highway Traffic Safety Administration

Adam Raviv is Chief Counsel of the National Highway Traffic Safety Administration. Adam was previously Senior Counsel in the Office of the Assistant Attorney General for the Civil Division at the U.S. Department of Justice. He also served as Senior Ethics Counsel in the White House, Special Counsel at the law firm WilmerHale in Washington, DC, and was a lecturer-in-law at the University of Pennsylvania Carey Law School. Adam clerked on the U.S. Court of Appeals for the Eleventh Circuit and is a member of the American Law Institute. He is a graduate of Harvard Law School; the University of Auckland, where he was a Fulbright Scholar; and Yale University. Adam lives in Washington, DC with his wife and two children.

Robert Molloy

Director, Office of Highway Safety, NTSB

Dr. Molloy has been with the NTSB for over 28 years. He currently serves as the Director with the NTSB’s Office of Highway Safety. Dr. Molloy was responsible for the oversight of investigations with significant public interest from initial response through report completion, including the Williston, FL Tesla investigation; Tempe, AZ Uber investigation; Miami Pedestrian Bridge Collapse; Schoharie, NY limousine investigation and Pittsburgh bridge collapse. Prior to joining the Office of Highway Safety, Dr. Molloy designed and carried out safety research in the Office of Research and Engineering. His PhD is in applied experimental psychology which he earned at The Catholic University of America.

Pam Shadel Fischer

Senior Director of External Engagement, Governors Highway Safety Association

Pam Shadel Fischer has more than 30 years of experience addressing behavioral safety issues at the local, state and national levels through advocacy, education, enforcement, grassroots outreach, policy and planning. She manages many of GHSA’s key partnerships and oversees the association’s Consulting Services Initiative, which provides fee-based program and management assistance to state members through a pool of seasoned traffic safety professionals. She researches and writes best practice publications for GHSA (11 to date, addressing teen driving, pedestrian and bicyclist safety, drowsy and high-risk impaired driving, and micromobility) and serves as a subject matter expert for other behavioral safety research reports and projects. She also works to bring national visibility to highway safety through public speaking engagements, implementation of unique partnerships and other outreach.

Jim Lanier

Global Public Safety Engagement Manager, OnStar/GM

Jim Lanier, ENP, MPA proudly serves as the leader of OnStar’s Public Safety Engagement team. Jim has had a diverse career in public safety for 40 years including experience as a firefighter, paramedic, and in 911 Communications operations, training, technology, and leadership.Jim holds a Bachelor of Science degree in Emergency Management and has a master’s degree in Public Administration. In addition to being certified as a National Emergency Number Association (NENA) Emergency Number Professional (ENP) since 2006, has also been an active member of the Association of Public Safety Communications Officials (APCO) for over 25 years. Jim is also a member of the College of Fellows and on the Board of Accreditation with the International Academies of Emergency Dispatch (IAED).

Earl Adams, Jr.

Partner, Global Regulatory, Hogan Lovells

Earl Adams, Jr., formerly Deputy Administrator and Chief Counsel at the Federal Motor Carrier Safety Administration (FMCSA) at the U.S. Department of Transportation, is an esteemed multi-modal transportation lawyer, with in-depth experience across several sectors including surface transportation, intermodal operations and autonomous vehicles.

As a versatile leader, Earl seamlessly combines his roles as a public servant, litigator, and legal counsel to assist clients in navigating regulatory and policy challenges in the transportation sector. His comprehensive background includes overseeing legal strategies, policy development, and rulemaking, with particular experience in developing rules for the safe deployment of driver-assisted (ADAS) and autonomous driving (ADS) systems in large trucks and passenger vehicles.

Michael Graham

Board Member, NTSB

Michael Graham took the oath of office as the 45th Member of the National Transportation Safety Board on January 3, 2020.Before coming to the NTSB, Member Graham was with Textron Aviation, Inc. (Cessna/Hawker/Beechcraft) from 1997 to 2019. Since 2012 he served as their Director of Flight Operations Safety, Security & Standardization and was responsible for the safe and secure operations of all domestic and international flights conducted in support of the company. The scope of his responsibility included managing the flight operation’s Safety Management System and its certification, administering the Emergency Response Plan, supervising Air Safety Investigations, and overseeing two company airports and a control tower.Mr. Graham joined Cessna as a Demonstration Pilot and held positions in Production Flight Test and Delivery. He was instrumental in the merging of Beechcraft flight operations with Cessna’s after its acquisition. Mike also started the company’s highly successful Aviation Safety Action Program which became the model program for Part 91 operators.

Brian Cronin

Director, Intelligent Transportation Systems, Joint Program Office

Brian Cronin is the Program Director of the Intelligent Transportation Systems (ITS) Joint Program Office providing strategic direction for the research and deployment of ITS.  Brian provides advice to the Assistant Secretary for Research and Technology on ITS Policy, strategic program direction, and budget allocation.  Prior to this role, Brian served as Director, Office of Safety and Operations Research and Development, Federal Highway Administration (FHWA) for 5 years, and two years as the Director, Office of Operations Research and Development.  In his most recent role, he provided executive leadership and guidance for improving and advancing transportation safety and operations-related technologies and innovations through research, development, and testing.  Brian provided executive leadership in FHWA’s involvement in the Intersection Safety Challenge, development of a Vulnerable Road User Research Plan Report to Congress, and establishing a new Center of Excellence for New Mobility and Automated Vehicles. Brian guided the development of the Cooperative Driving Automation research program and V2X research efforts.

Melissa Glidden Tye

Associate General Counsel, Emerging Technologies, Verizon

Melissa Glidden Tye serves as Associate General Counsel, Emerging Technologies at Verizon. In that role, Melissa works to advance Verizon's federal policy, regulatory, and legislative agendas focusing on issues related to next-generation networks, artificial intelligence (AI) and the Internet of Things, including uncrewed aerial systems (drones), connected vehicles, and more. Additionally, Melissa provides counsel on a range of wireless legal and regulatory issues, including wireless infrastructure deployment, supply chain regulations, and post-transaction compliance. Melissa also has experience leveraging digital media to amplify policy objectives to a wide range of stakeholders, from targeted policymakers to national consumer audiences.

Andres Castrillon

Senior Director, Government Affairs, Qualcomm

Andres Castrillon is Senior Director of Government Affairs at Qualcomm Technologies, Inc. where he serves as the lead U.S. policy advocate for automotive, Artificial Intelligence, and other emerging technology areas. Prior to joining Qualcomm, Andres led technology and motor vehicle safety policy for Stellantis where he was responsible for developing and implementing strategic state and federal lobbying initiatives on a range of automotive industry issues, including automotive safety, connected and automated vehicle technologies, privacy, cybersecurity, trade, and supply chain.Before transitioning to the private sector, Andres led the automotive team at the U.S. Department of Commerce, advising leadership on global policy issues impacting the competitiveness of the U.S. automotive industry.

Vinn White

Senior Advisor, Federal Motor Carrier Safety Administration; Acting Chief AI Officer, US Department of Transportation, and Designated Federal Official, Transforming Transportation Advisory Committee, US Department of Transportation

Vinn currently serves as USDOT’s Acting Chief AI Officer, where he oversees implementation of Executive Order 14110 to advance and govern the development and use of artificial intelligence in accordance with the Biden Administration’s guiding principles and priorities. He currently also serves as the agency’s Designated Federal Official to the Transforming Transportation Advisory Committee, launched earlier this year.Prior to recently joining FMCSA, Vinn was responsible for coordinating Secretarial initiatives on emerging transportation technologies, including coordinating cross-Departmental policies related to automated driving systems, drone and advanced air mobility systems, surface vehicle-to-everything connectivity, 5G integration with the Nation’s critical aviation infrastructure and other sector-facing, innovation-related policy areas.

Tara Andringa

Executive Director, Partners for Automated Vehicle Education (PAVE)

Tara Andringa is the executive director of Partners for Automated Vehicle Education (PAVE), a nonprofit coalition focused on engaging with the public about automated vehicles and their potential to improve safety, mobility and sustainability in the transportation system. Prior to joining PAVE, she spent two decades as a communications director in the U.S. Senate, managing public relations for a Senate office and several committees, including the Senate Auto Caucus. Andringa received a B.A. in political science from the University of Pennsylvania.

Michelle Gattuso

Vice President of Product Management, HARMAN

Michelle Gattuso is Vice President of Product Management at HARMAN Automotive. In this role, she leads product development for Ready Upgrade and is responsible for tiered in-vehicle infotainment domain controller solutions. Michelle has more than 25 years of experience in management roles spanning product management, product sales, portfolio management, and product operations with companies including Motorola, Google, HP, and iRobot. She is passionate about creating disruptive products through a focus on software-defined vehicles, fostering strong customer relationships, and developing talent.

Andrew Bates

Senior Manager - ADAS Product Line, Magna

Andrew is an experienced automotive industry leader with a comprehensive background in engineering, business management, and product strategy. He has over 12 years of experience in the automotive sector, specializing in the development and implementation of Advanced Driver Assistance Systems (ADAS) technologies.

Currently, Andrew is a key figure in product management at Magna Electronics, overseeing a diverse portfolio that includes parking systems, V2X/Connectivity solutions, and GNSS positioning sensors. Andrew's leadership skills have played a pivotal role in driving innovation and fostering growth within the organization.

Before joining Magna Electronics, Andrew spent over 11 years in the automotive industry, holding various cross-functional roles focused on ADAS domains, serving as an Engineering Manager as his primary role.

Andrew holds a B.S. in Mechanical Engineering from Kettering University and an MBA from Michigan State University. These educational achievements have further complemented his technical expertise and business acumen.
