Industry Veterans Steve Douglas and Hilary Cain Assume Critical Environmental and Technology Roles
March 16, 2020 – The Alliance for Automotive Innovation (Auto Innovators), the single, unified industry voice representing innovative manufacturers and value chain partners who together produce nearly 99 percent of U.S.-sold light-duty vehicles, today named two key staff members to leadership positions. Steve Douglas has been promoted to Vice President of Environment and Energy, based in Sacramento; Hilary Cain will be Vice President, Technology, Innovation and Mobility Policy, based in the organization’s Washington, DC, office. Douglas spent more than 20 years serving in the Alliance of Automobile Manufacturers’ environmental affairs department, while Cain comes to Auto Innovators from member company Toyota Motor North America.
“With decades of experience working on the leading edge of auto and technology policies, both Steve and Hilary will help provide key policy guidance during this time of unprecedented industry change,” said Auto Innovators President and CEO John Bozzella. “They’ve both demonstrated a true understanding of where this industry is heading, and they’ll bring valuable expertise and perspective on how we move forward with sound, data-driven policies that benefit customers, innovators and greater society.”
Douglas’s role will include a sharp focus on environment and energy issues in California and other states, where he will continue working with the California Air Resources Board (CARB), U.S. Environmental Protection Agency (EPA), state air quality agencies, and other stakeholders to develop sound policies on issues including zero emission vehicles (ZEVs), California’s low-emission vehicle program, and onboard diagnostic issues. Douglas joins Auto Innovators’ Vice President of Environment and Energy, Julia Rege, who leads the organization on national environmental, emissions and energy policy matters.

Cain previously served as Toyota’s Director of Technology and Innovation Policy, a position that helped lead the company’s policy development and advocacy on issues including connected and automated vehicle regulation, mobility-as-a-service, data privacy, cybersecurity, artificial intelligence, and telecommunications.
